Are You Eligible For The U.S.-CARNet Program?

The U.S.-CARNet Program does not discriminate on the basis of ethnic origin, age, race, color, gender, religion or disability. Persons with disabilities are strongly encouraged to apply. Competition for the U.S.-CARNet Program is merit-based and open to anyone who meets the following requirements:

  • Applicants must be experienced university faculty members, instructors, and researchers employed at think tanks and relevant governmental and non-governmental organizations.
  • Applicants must hold master’s degree or equivalent at the time of application, a doctoral degree or equivalent professional qualification is preferred.
  • Applicants must be citizens of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, or Uzbekistan, residing in one of those countries at the time of application.
  • Applicants must have previous research and publications focused on external influences on Central Asia and its international relations, with a particular focus on China’s engagement with Central Asia, in all spheres, including but not limited to political, economic, security, educational and cultural activities of China.
  • Applicants must have a command of English sufficient to collaborate with a U.S. scholar on joint research, and to communicate with other English-speaking scholars (minimum of B-1 at time of application, Russian language translation of CEFR).
  • Applicants must be available and willing to take part in individual English language training on-line or in person in home city prior to U.S. program.
  • Applicants must be available to take part in all of the following program activities: a March 2024 Research Trip in which applicants will host a U.S. scholar at applicants’ home institution, and attend a 2-day workshop in the region, take part in a three-week Professional Development Program in the U.S. in June 2024; take part in a semester-long research fellowship at a U.S. university in fall 2024 or spring 2025 to work on joint research and deliver lectures (see detail about program components on the U.S.-CARNet site).

  • Online Application Opens

    November 22, 2023

    The U.S.-CARNet application is available for Central Asian scholars interested in coming to the U.S. for a semester-long placement at a U.S. Title VI Center.

  • Online Information Session

    December 4, 2023

    All interested candidates can take part in a regional session via Zoom.

  • Application deadline

    December 27, 2023

    All applications must be submitted by 11:59 PM (EST - USA) in order to be considered for review.

  • Semi-finalists interview

    January 22-30, 2024

    All semi-finalists to be interviewed online.

  • Finalists Identified

    End of January, 2024

    Application and interview notes are reviewed and highly ranked candidates will be designated as finalists.

  • Program Online Opening.

    Late February, 2024

    A virtual event announcing the participating scholars and delivering an inaugural online lecture by a U.S. expert on China.
